Adding the operational processing functionality from aws-operational-processing to pypromice.

The main script has be completely reimplemented to:

• simplify deployment to only require pypromice to be updated.
• allow better state handling and monitoring. There is not significant chang in the state handling in this PR, but it will be enabled in the future.
• Extract specific system configurations such that paths from the source code using.

TODO:

• [ ] Add support for a operational configuraion file in main in aws_operational.py
• [ ] Maybe add command line arguments parsing to main in aws_operational.py
• [ ] Extract the DMI ftp credentials from the credentials files
• [ ] Revisit the state handling functionality. Eg rename status_path to something more precise.

I guess it will be easiest if you do your own branch and either open a PR or just telling me to look at your branch.
