Change tagging of our Docker images #1822

What would you like?

Move away from having :production and :development to :latest and :<semver>. This means that :development should become ...-test:tag.

Why is this needed?

Make it easier to keep track of different versions.

Other information

Is actually quite easy as I have noticed by doing this for GeTeX.

This was done through GH-1844 (and some extra separate commits).
