What about the same menu in the dataset_list.html?

Category and hazard menu is working in dataset_list.html - this was not the case for Explore countries pages - so I would not remove it but discuss a better UI/UX solution based also on interviews.

The icons are an idea taken from http://thinkhazard.org/ where you can select an hazard for a given country and see the defined intensity of hazard for this territory. See for instance http://thinkhazard.org/en/report/85-france
