Re-write use cases as user stories, for data publisher and data user roles.

I also ran mdformat docs, that was why the tests were failing. Let me know if you're needing more help with the changelog or pre-commit step

@odscjen I've edited changelog on this branch, but please can you run the mdformat and pre-commit then merge please. I've found the mac solution to running the pre-commit but need to make some changes to my python set-up which I don't have time to do until back from leave. Thanks
