[DATA] Make RDL sharepoint folder public access (read) #195

It will allow us to start generating URL to use in the RDL examples and datasets.

Something that has to be requested to the DDH team. I've been told other projects created public folders, so it should be possible to change the sharing settings.

This is not a viable solution due to organization-level restrictions. The datasets needs to be uploaded to the actual DDH data repository first, and published as item into the data catalog. For the sake of docs examples and general testing, upload to GH seems the most practical way. Closing.
