I've just converted that gdoc into actual markdown, @odscrachel (realised I should have mentioned this to you a minute ago) can make any of the changes you think are necessary while I'm off.

I didn't get a chance to review the content in the Google Doc so I've copy-edited the Markdown files directly.

I'm happy for this to be merged as-is so I'll request a review from Stu and Mat.

I see a :+1: from @stufraser1 on https://github.com/GFDRR/rdl-standard/issues/149#issuecomment-1704475567 so I figure this is good to merge. If needed, we can make changes in a separate PR.
