Add test to check all links in schema, codelists and documentation #245

Related to https://github.com/GFDRR/rdl-standard/pull/244

Sphinx checks for broken internal references in Markdown content, but doesn't check references in the schema browser, references in content generated by directives, or external references.

We should add a test to check all links since its easy for broken links to creep in.

Yep - presently, only links in Markdown content are tested.
