Update layers and add Poverty Map #11

What does this PR do?

Updates the layers to reflect the changes we discussed.
Add data for these layers
Adds Poverty Level choroplet overlay
Adds ability to switch the poverty overlay by changing the desired indicator (two for now, easily extendable)
Updated Dependencies
colorbrewer, for nicer choroplet colors
