The layers turning on when hovering in the layer switcher is confusing. We should have a legend panel to show these.

Yes a legend panel is a good idea. I thought it might be a good idea to preview the layers when hovering but if it is too confusing I will disable it. (it is borrowed from: http://map.geo.admin.ch/ )
