Hazard result inconsistencies #105

Load http://wb-thinkhazard.dev.sig.cloud.camptocamp.net/thinkhazard/wsgi/report?divisioncode=21826#FL in the browser. The map says that the risk is Low while the text says it's "Not previously reported".

New inconsistency issue, for Earthquake this time: http://wb-thinkhazard.dev.sig.cloud.camptocamp.net/thinkhazard/wsgi/report?divisioncode=21822#EQ. The map says that the risk is Low while the text says that there's no data for this hazard type.
