Hazard classification inconsistent with source data (earthquake and wildfire) #853

Hazard classification looks wrong in the examples: the regions fall in the low-very low hazard class according to the source data, but TH calculates it as medium/high (overestimates)

This is most likely a problem with the legend on the GeoNode. The low to high used in GeoNode legend is not intended to match the classification in TH. Otherwise, the distribution of values looks to have been classified as I would expect, in TH. No change required in TH - I'll create an issue to check legends in GeoNode instead.
