Admin export of TH ranking #868

While trying to extract the TH ranking for South Sudan from http://www.thinkhazard.org/admin/admindiv_hazardsets/ I noticed some issues:

some hazards (CF, LS, VO, WS, EH,) have empty list, altought they seems to be correctly processed
EQ hazard list does not include S. Sudan, althought they seems to be correctly processed
as an improvement, it would be helpful to allow for csv download of filtered list (specific country)
