Editing of hazard ranks independently from source raster #879

This is partly related to https://github.com/GFDRR/thinkhazard/issues/868

The managing of TH scores would help an improvement; at the moment, the only way to affect stored TH rankings is by changing the source data, upload, harvesting and processing. This is fine when everything works as intended; however, there are some cases where it would be nice to be able to manually fix one/few "unexpected" value in the final classification directly from the admin interface.

The proposed enhancement is to allow the editing of TH hazard values for ADM2 units directly in the admin view page (http://www.thinkhazard.org/admin/admindiv_hazardsets).
