With this PR, I propose to link HazardSets with AdministrativeDivisions.

This link will be computed when a hazardset is marked as complete. It will be used by the Decision Tree when looping on the AdministrativeDivisions covered by a given HazardSet.

As @arnaud-morvan said, we don't need this extra table, since Output already does the job. So: closing.
