Re-implement the INSPIRE OpenSearch description #1

As documented in my comment on https://github.com/geonetwork/core-geonetwork/pull/1900, GeoNetwork-core does not have a functioning INSPIRE OpenSearch description. The implementation of the OpenSearch in https://github.com/geonetwork/core-geonetwork/pull/1743 could be a starting point.
