show banner on dashboard startup when ohsome API is down

When the ohsome API is down, the dashboard doesn't load currently as it is relying on the ohsome API metadata endpoint. (see below).

Expected behaviour:

show banner in ohsome dashboard with status message from https://status.ohsome.org/
dashboard still loads but you are not able to run a query
