Allow GITM to scale aurora in each hemisphere independently

When GITM scales the aurora by hemispheric power, it can now use each hemisphere's respective power instead of the average power.

GITM changes:

• Logical flag in #AURORAMODS to toggle the feature
• If enabled, HPI is read into each hemisphere separately. If not, the same behavior as previously is used
• Electron flux is then scaled by HP (patterns are not adjusted, just the intensity)

A couple other changes:

• Updated documentation & UAM files (very slightly) to include this
• Hme tides were not included in UAM files nor docs, couple lines changed
• Python script to convert AE to HP can include a 10% seasonal correction factor (and it can be run with command line arguments instead of setting values inside the script)

~Because of how I changed the reading of NOAA HPI indices, set_inputs.f90 is now particular about the order of inputs in UAM.in.~

Fixed with commit fcec7cd:

• GITM reads HPI separately if the user specifies to when defining where to get HP from (SME or NOAA)
• If aurora are scaled by HP, then GITM looks to see if there are values for power in southern hemisphere
• If not, (hpi read in only to north - default behavior) then nothing is done differently
• If there are, aurora is scaled in each hemisphere independently
