To make it easier for people to develop new sections of the GLAM Workbench I should create a template repository that provides fill-in-the-gaps versions of all the expected files.
It could also include some of the utility scripts I use to generate the requirements.txt and requirements-unpinned.txt files.
It would probably include examples of the following files:
README.md
requirements.txt (for Binder and repo2Docker)
requirements-unpinned.txt (for other environments)
