Entities with no jurisdiction in the XML are given a bad link to the ontology #190

Though it's not valid in the XML, if there's no value for lei:LegalJurisdiction then rather than no triple there is a triple for gleif-base:hasLegalJurisdiction linking to https://www.omg.org/spec/LCC/Countries/ISO3166-1-CountryCodes-Adjunct/ which is the ontology rather than a country.
