Need to support jurisdictions that are not ISO subdivisions #217

There are a couple of aggregate jurisdictions: England and Wales and Sint Eustatius and Saba whch comprise 2 ISO subdivisions. Then a large number of city-level courts in Colombia and Germany.

We need to allocate URIs for these and relate them to the child or parent ISO subdivisions.

There are also new pseudo country codes just announced - for UN, EU, XX. Used for Government entities. Note that the following accepted list applies only to Legal Entities (L1) not the RA list.

" Accepted Legal Jurisdiction Code List v1.4

Compared to the GLEIF Accepted Jurisdiction Code List v1.3, the following changes will be incorporated in v1.4:

Due to ROC policy on Government Entities and International Organizations, the following three codes will be added: EU (European Union), UN (United Nations), and XX (Unknown States). Long names for the jurisdiction with subdivision codes will be updated including the subdivision and country names. Two column names in the Code List will be renamed for harmonization reasons. The ‘Country’ column name will be changed to ‘Jurisdiction’, and ‘Legal Jurisdiction Code’ to ‘Code’."
