Allow the 'raw' JSON to be used instead of the 'cesr'? #34

Secure extensions using polaris-web supply a 'cesr' field and 'raw' field. The raw field is JSON parsable so can we pass that through the verification service instead?

The reg-pilot-api now returns the json form of the CESR, after the verifier has validated/verified the CESR.
