Requires https://github.com/GLEIF-IT/reg-pilot-api/pull/42 and https://github.com/GLEIF-IT/vlei-verifier/pull/36 to be merged. Requires reg-pilo-api updated docker image and vlei-verifier updated docker image

@aydarng i triggered a rerun of the multi user test but it failed again. Remind me what is left to do.
