This PR merges the following changes:

adds scripts/combine_contributions.py, which checks + combines overlapping contributions into a single CSV file
adds scripts/tools.py
updates scripts/assign_lake_flag.py to use tools.rgi_loader to check for the existence of the RGI outlines against various directory structures
