Describe the issue
The RGI region 12 (Caucasus and Middle East) outline does not encompass all glaciers in that region.
Expected outcome
The test: "is an RGI glacier contained in the region outlines?" should always be true.

Simply make the region box gut further south (30°N instead of 31° currently). An implementation of the change is available in rgitools
