Attribute: marine-terminating glaciers #26

RGI6 had an attribute for if the glacier ended in the ocean or not. I don't see this on the RGI7 attribute list. I have a list of all the glaciers that ended in the ocean in 2000 for the Northern Hemisphere, that I would very much like to contribute to RGI7. I do not have a good data source for Patagonia or Antarctica, although I believe one might exist already for Patagonia (?).

If you can tell me the best way to contribute this attribute, I will gladly do it. I think it will require some manual work to verify the outlines match up (I am happy to take this on as I already have the needed satellite imagery compiled).

This is now solved for all regions but Region 19. Keeping it open and addn the 7.1 milestone
