Manchester expenditure data contains invalid numbers in the net amount #29

Some of the expenditure data for Manchester contains crazy numbers:

0 prefixing is the most common error but there are others, see http://data.gmdsp.org.uk/doc/manchester/public/finance_line_level_data_01042009-31032010/expenditure210 for an example.

The payment data is based on http://data.gov.uk/resources/payments/reference which states that this should be Decimal type.
