Add a building part

Let guards in some way build, this will only be very simple things like:

• Barricades
• Metal detectors
• Signs
• ???

Needs to be sorted on how this should be done, Warden only? There needs to be some restriction.

I don't like this idea, Jailbreak in my opinion is nice when it's very vanilla

Restricting to wardens might be a good idea that saves us some headache.

@RicksBeehive It won't be a sandbox thing, it will be a _minor_ feature and not something you'll deploy every-where every-round, the gamemode should work just fine without it.
