IMO Prisoners should be a virtual character, you create your own prisoner character with a name, biography, mugshot and a list of crimes.

No where in game should the players steamname be revealed except for adminnery.

We need some way of reporting players, so steamid should still be available

+1 to the steam name, except when you mouse over their name like in HL2RP it gives their steam name so it'll be easier for people to be friends within the server and out.
