Regulation crashing when calculating PJM metrics for fuelcell #101

@DavidWiniarski-pnnl ,

FYI, when I run fuelcell and Refridge with regulation it crashes at the command below with TypeError: No loop matching the specified signature and casting was found for ufunc lstsq_n

I assume this is a exception handling issue.

Thanks, yes I saw the same errors last night in trying to run both
