HVAC and Refrigerators are not reporting Q_service and Q_base

Reactive power is not modeled in HVAC and Refrigerators, so they are not eligible for any voltage related services.

In the integration test file, HVAC and refrigerator are listed as deveices capable of providing voltage regulation.

We need to update the file
