Fixing several bugs, including:

Changing the way control logic decisions are made for when the water heater turns on and off
Fixing how P_request is calculated.

@Hayden-Reeve @DavidWiniarski-pnnl this is the current latest for the code. I have most of this week to fix any remaining issues and write up the results.
