Preparing library for open-source #135

@hlngo @Hayden-Reeve @emayhorn @DavidWiniarski-pnnl As we are very close to the finalization of the project and the library needs to be open-sourced, I have modified the README file to add some information about the project.

My opinion is that it is a very good idea to declare the library public and then move the models to GMLC 1.2.3. I can help with this if it's required. I also want to add a list of device/service owners at the end of the document to allow people to contact us in case they find any bug.

Also, @hlngo what open-source license did you plan to add?

@hlngo I have added the MIT license as well as the information about initial contributors and corresponding contacts for the different national labs.
