Hung, As agreed in today's subgroup meeting, I have included a new method to pass the fleet rating across all the different services for integration. Thanks!

@hlngo Changes made in the fleet_interface.py file. All the fleets need to include both the assigned_service_kW and the output_impact_metrics as agreed in our last meeting. Thanks!

@hlngo Some changes needed to be made to agree with the new fleet interface. It works fine now.
