I have made some small improvements to Voltage Distribution. Now if can run with a Start_time different than the default (drive cycle) and not crash. I also improved the file and folder names. I started to help it address 'NA' and None outputs but I think that needs to be systematically done across all services. Finally, I noticed that the csv file keeps writing to the same cumulative file run after run. I have not had time to fix this. If you have time please ensure that the csv file is cleaned out with each new run.

If you are OK with the changes let @hlngo know to merge them.
