I have started this pull request to work the integration of electrolyzer and fuelcell. It will be a while before it is ready to merge. Given the challenges I have been having I think it is important we both test using the main test.py and test_unit.py functions and a common code base.

I don't want to commit the test.py file but think I screwed up trying to delete it. When we are ready to merge please only merge the fleet factory.
