The updates in model/helics-application.cc and model/helics-filter-application.cc in branch feature/13b were meant to cleanup the name-duplication error in the m_message map.

These updates have been extensively tested for the last year in all the co-sim platforms we set up.

CI builds are working again -- after this PR and #42 are merged, I'll create a tag and add a note to the README pointing users to that tag for using HELICS 2.8 with ns-3 before looking at what changes are needed to build with HELICS 3.
