Add a workflow to automate bumping HELICS version in Yggdrasil package #16

Similar to spack and mingw packages, automatically sync a fork of Yggdrasil (Julia BinaryBuilder) with upstream, update the HELICS version number + SHA, and open a PR in https://github.com/JuliaPackaging/Yggdrasil
