Add test using OpenSSL 3.x #54

Check if using OpenSSL 3.x compiles cleanly without warnings from our code (upstream ASIO dependency may not have been fully updated yet).

No errors/warnings were seen related to building with OpenSSL 3.0.4/3.0.5 when building HELICS using vcpkg and spack with the encryption feature enabled.
