add Official Gene Set track (OGS)

• grab track evidence if it comes from the OGS
• on export, calculate annotations based on locations / overlaps . . . but use OGS
• make sure that there is a check-box for approval

. . need to handle specific use-cases for splits, merges, splerges, isoforms, etc.

No - that isn't right. These are uncoupled. If it comes from the OGS always grab the entire gene (i.e. all it's transcripts), then X-out the OGS gene.

Everything at the whole gene level

For cases where the OGS gene wasn't used, but there is transcript that overlaps with the OGS, then ask whether to add this to the transcript set, or to replace.
