In Tripal we use a PR template to encourage us to submit all necessary information to make reviewing a PR as easy as possible.

The template should probably have

link to our guidelines https://chado.readthedocs.io/en/rtd/contributing/PR_guidelines.html
template for linking to issue
testing instructions (if applicable, i think most changes like adding an index, linker table, etc, won't need this).
reminder to include the flyway migraiton number in the title
