Update webpack.config.js to webpack 5 and use latest @jbrowse/react-linear-genome-view #20

The webpack 4 build was getting a bit out of date, updates to webpack 5 and the latest @jbrowse/react-linear-genome-view

Also creates a 'build' script in the root package.json
