Add option to replace the search results modal with an automatic track opening when multiple hits satisfy the search query

Discussed with @scottcain on behalf of the alliance instance:

• A JBrowse instance might have many tracks that have features that satisfy a search query -- this might be an undigestible amount of information for a user when all they want is to "navigate to that region on a genome"
• Could do similar behaviour to the currently available URL query param to nav via gene name
• Proposal to add a configuration option to disable the "automatic" opening of the search results with, instead, opening the genomic region on a specified track (e.g., a general "all genes" track)
• This "disabling" of the search results modal could be replaced with an option in the dropdown when the user types a query to allow them to open the search result dialog if they wish
• This feature request could perhaps be extrapolated into a mini plugin?

Another option that just occurred to me on this is an option at the top of the dialog (possibly the default option) which could be something like "go to the location using the tracks I currently have open." My thinking is that if a person is searching for a gene, they probably already have open the track that they want to look in when there are multiple tracks that have genes in them (like the RGD browser)
