Show a "Zoom in for detail" prompt in synteny view when too zoomed-out #4371

I think this only applies to indexed synteny tracks (since unindexed tracks load all the data no matter the zoom level), but it could be good to have some sort of cutoff where it doesn't show data in the synteny area, but prompts to zoom in instead like the linear genome view does.
