Add ability to dismiss dotplot warnings #4425

The dotplot can render warnings sometimes, but sometimes these are noisy due to mismatching refnames from the synteny track and the refernce genome fasta. This PR allows the user to 'dismiss' them with a button that says "DISMISS"
