Update oclif/test and oclif/core #4445

oclif released v4 which changes their testing system quite a bit. see https://github.com/oclif/test/blob/HEAD/MIGRATION.md

I updated us to use v4 in this pr. there is not much reason for this other than "modernization" but i think it is a good change
