During release process, binaries can get uploaded to separate release drafts #4538

During release, the binaries from the build can get uploaded to separate release drafts

this happened awhile ago

example during v2.13.0 release image

example during v2.14.0 release image

this can be fixed by manually downloading the binaries to one's computer, and consolidating (manually uploading) them into one of the draft tags
