Connect NCBI BLAST functionality with 'job submission' framework #32

currently there is a "dialog box" that lets you query NCBI, but if you close the dialog you lose track of your results, and the dialog is modal. could connect to the 'job submission' framework that is in jbrowse to try to run as a background task
