Force sequence set update via the Admin tab #25

The admin tab should have the edit sequence sets functionality. Also, the admin tab should only be rendered if the apropriate authorization plugin says it should be.

Should be able to force an update of individual sequence sets.

The admin tab now has the edit functionality, and is only rendered in the admin tab. Working on the update sequence set feature.
