Bio::BLAST::Database needs an exception object #44

We are throwing exception strings right now. We need an exception object to avoid people needing to parse often-changing error strings to figure out what happened.

Since Bio::BLAST::Database became it's own CPAN module, this is not Mimosa's job anymore.
