SPEA2 system tests running wrong algorithm #49

The tests in SPEA2AppsTest are supposed to run the moosuite with spea2 by overriding the default parent parameters (nsga2), but I've come to suspect that I'm not overriding the default parent file correctly.

Turns out parent parameters cannot be overridden at the command line.
